"The City of Shattered Dreams" is a towering hellscape of opulent excess and precarious existence, perched above the ravenous seas. A spire of corruption, crime, and cruelty, one wrong step, literal or metaphorical, and a young Dark Elf can find their life cut short by the jagged rocks below.
